"Background music can make people more agitated"

I recently visited Tameside Accident and Emergency department with my mother who is 90. My mother has multiple health issues and suffers from dementia and had been taken there by ambulance following an episode of unconsciousness and was very confused and upset. The staff there were excellent and we couldn't fault the care she received however we were there for some considerable time, into the early hours of the morning, before she was found a bed and she was extremely tired and agitated. All the time we were waiting in the cubicle there was quite loud background music being played interrupted by announcements for various staff. The music wasn't soothing it was mainly rock music, even into the early hours of the morning and became very annoying. I can understand that maybe staff like the music in the background, as some patients can be very loud or, if they ever get a quiet time (which I doubt), it helps to pass the time but when you are there with someone very ill who wants to rest it just makes them more agitated. I did ask if it could be turned off in our cubicle but was told that it can't be turned off at all as it is linked to the announcement system which is vital in the smooth running of the department. My mother's situation was quite serious but if you had attended with someone with a life threatening illness or injury it could be perceived as frivolous at a very traumatic time. If it can't be turned off couldn't it at least be something more soothing or be able to be turned off in individual cubicles.
